优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。
二、支持条件
苏州大学诚邀海外英才依托我校申报2024年度海外优青，对入选者，学校将提供全方位、多样化的支持条件。
（一）学校支持
1.岗位及待遇
①聘任岗位：特聘教授，事业编制，博士生导师。
②专业技术职务：直接聘为教授职务。
③薪酬待遇：首聘期税前基础年薪80万元起+绩效奖励（通常2-20万元不等），上不封顶。特别优秀者一人一议。
④安家（个人）补贴：不低于500万元（含国家、地方配套补贴）+两年免费周转公寓+入职差旅补贴。
⑤科研经费：基金委资助100-300万元，学校按1:1比例配套（其中，实验类理科、工科、医科直接给予300万元配套）。此外，可根据工作需要，由学校另行提供大型仪器设备费。
●依托我校苏州医学院申报并入选者，苏州医学院将提供叠加支持，其中安家（个人）补贴增加50万元，学术启动经费增加100万元。
●依托我校附属医院（苏州大学附属第一医院、苏州大学附属第二医院、苏州大学附属儿童医院、苏州大学附属第四医院）申报并入选者，附属医院将提供：税前年薪100万元起，安家（个人）补贴不低于600万元（含国家、地方配套补贴），学术启动经费500万元。
2.工作条件
①实验空间：提供不低于150平的办公及实验室用房。
②团队建设：学校全力支持组建创新团队，优先支持招聘青年教师、博士后及专职科研人员。其中博士后招收人数不限。
③招生指标：研究生招生指标予以政策性倾斜，学校层面保证每年1个博士生名额及不低于2个硕士生名额。学院层面根据实际名额可另行支持。
3.生活保障
①过渡住房：学校提供全装修的过渡性人才公寓，拎包入住。如不住学校过渡房，学校将发放为期24个月的租房补贴，另可申请苏州市乐居租房贴，租房补贴最高可达6000元/月。
②家庭保障：解决家属工作和子女入学；除享受校内幼儿园、苏大实验学校（小学、初中）等优质教育资源外，全市范围协调解决子女优质中小学入学需求。
③医疗服务：学校4所直属附属医院提供优质医疗服务，其中附一院在“中国医院竞争力排行榜”连续十年蝉联全国地级城市医院榜单榜首，在2022年中国顶级医院排行榜中名列第32位。

五、学校概况

Invitation to apply for 2024 NSFC Excellent Young Scholars Fund (Overseas) in the Name of Soochow University
Part 1. About the Project
The Excellent Young Scholars Fund (Overseas) of the National Natural Science Foundation of China (NSFC) aims to attract and encourage outstanding overseas young scholars (including non-Chinese foreign talents) who have achieved notable results in Natural Sciences, Engineering Technology, etc. to return or come to China to work. The Fund empowers scholars to conduct innovative research in their chosen fields, so as to foster the rapid growth of young scientific and technological talents, cultivate a number of outstanding academic backbones with the potential of being active in the frontier of science and technology internationally, and contribute to building national strength in science and technology.
Part 2. Support
Soochow University sincerely invites global talents to apply for the 2024 NSFC Excellent Young Scholars Fund (Overseas) in the name of Soochow University. Selected candidates will enjoy comprehensive and diversified supports by the university.
2.1 Support of Soochow University
2.1.1 Positions and Pays:
① Position: Distinguished Professor, permanent position, doctoral advisor.
②Title: Professor.
③Pay: Not less than RMB 800,000 annually (pre-tax, including basic annual salary and other benefits); performance related rewards without cap (RMB 20,000-200,000 in general); tailor-made for those who are particularly excellent.
④Relocation and personal subsidy: Not less than RMB 5,000,000(including subsidies provided by the national and local governments); free transitional flat for 2 years; travel subsidies after enrollment.
⑤Research support funding:RMB 1,000,000 – 3,000,000 sponsored by NSFC, and the university will provide 1:1 matching funding (RMB 3, 000,000 literally for scholars in Experimental Sciences, Engineering and Medicine). The expenses for large-scale equipment and apparatus can be funded as needed by the university.
●Selected candidates in the name of Suzhou Medical College of Soochow University will be provided by the College with additional supports, including an increase of RMB 500,000 in relocation and personal subsidy, and an increase ofRMB 1,000,000in research support funding.
●Selected candidates in the name of the affiliated hospitals of Soochow University (the First Affiliated Hospital of Soochow University, the Second Affiliated Hospital of Soochow University, Children’s Hospital of Soochow University, and the Fourth Affiliated Hospital of Soochow University) will be provided by the hospital with a pre-tax annual salary of not less than RMB 1,000,000, a relocation and personal subsidy of not less than RMB 6,000,000 (including subsidies provided by the national and local governments), and a research support funding of RMB 5,000,000.
2.1.2 Working Conditions
①Lab Space: Office and laboratory not smaller than 150 square meters.
②Research Team: The university will give full support for establishing research groups, with priority for recruiting young lecturers, post-doctoral fellows and full-time research workers. No limit in the number of post-doctoral fellows recruited.
③Enrollment Target: The university will give high priority to recruiting students by successful candidates. Every year, 1 doctoral student and at least 2 masters students can be recruited. Additional supports can be provided by schools according to actual conditions.
2.1.3 Living Support
①Transitional accommodation:Fully decorated short-term accommodation, or 24-month-subsidy for renting. Selected candidates can also apply for “Easier Settling Renting” project funded by the Suzhou Municipal government, so that the total subsidy for renting can be up to RMB 6000 per month.
②Family security: Support to offer jobs for spouse and school admission for children. Apart from the quality education of affiliated kindergarten, primary and middle school, the university also aligns across the whole city to meet the requirements of high-quality school admission.
③Medical service: Four affiliated hospitals provide top quality medical service. Among them, the First Affiliated Hospital of Soochow University has ranked 1st in the city level hospital competitiveness list for ten consecutive years. In 2022, it ranked 32nd among the list of China’s top hospitals.
*Special note: Those shortlisted but not ultimately selected, after evaluation from the university, can be also hired as Distinguished Professor Elite Talent (professor, doctoral advisor, permanent position) with competitive salary packages and relevant supports.
2.2 Local Programs
Selected candidates are given priority in terms of applying for various talent programs. Successful applicants can enjoy stacked-up benefits according to relevant regulations.

Successful group applicants will be funded with RMB 3,000,000-8,000,000by the provincial government within 3 years.
Individual applicants
Successful PhD applicants will be funded with RMB 150,000 by the provincial government within 2 years.
“Distinguished Professor of Jiangsu Province”
Successful candidates will be awarded RMB 120,000 / year (tax free) for three years in the employment term, and a research fund of RMB 1,000,000 (RMB 2,000,000 for particularly excellent ones) for Natural Sciences and 500,000for Humanities and Social Sciences.

Part 3 Applicant Requirements
1. Abide by the laws and regulations of the People’s Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;
3. Hold a doctoral degree;
4. Focus on Nature Sciences, Engineering Technology, etc.;
5. The applicant should in general have a formal teaching or research position in an overseas university, scientific research institution or corporate R&D department with 36 months of consecutive working period from obtaining the doctoral degree till April 15th 2024. For those who obtained an overseas doctoral degree and with particularly outstanding achievements, the requirement for working period can be relaxed to a proper extent;
6. Having demonstrated scientific or technological achievements recognized by peer experts, and have the potential to become an academic leader or outstanding talent in related fields;
7. The applicant has not yet returned / come to China to work full-time, or has returned / come to China to work after January 1st, 2023. After being notified of the grant of funding, the applicant shall resign from the position overseas and work full-time in China for at least 3 years.
*Requirements for limited programs
The Fund shall comply with the requirements of the national-level talent program alignments. The applicant can only take one program of national-level science and technology talent at the same level. The applicant cannot apply for any talent program lower than his/her current talent level.

Part 5 About Soochow University
The city of Suzhou has been known as the “Heaven on Earth” for centuries. Located and deeply rooted in this historical and cultural city and founded 124 year ago, Soochow University is a Key National “Project 211” university, and one of the first institutions selected for “Plan 2011” in China. It is listed into “Double First-Class” Initiative jointly built by the Ministry of Education and Jiangsu Provincial People’s Government.
